Many community groups may find it challenging to identify and appoint suppliers for professional services, such as project managers, lawyers and financial advisers.
To support community groups in the delivery of their community projects the Energy Saving Trust (“EST”) has set up a framework of suppliers to provide a number of professional services. A framework is essentially a collection of specifically selected suppliers who have successfully completed a competitive selection process. In relation to this project, EST issued a CARES specific RFBO (request for best offer) for any supplier to submit, this included a detailed specification of envisaged services that may be required throughout the project.
EST has followed a competitive process in assessing appropriate suppliers including reviewing their financial standing, ensuring appropriate insurances are in place, evaluating their relevant experience and securing competitive rates for different staff grades. This guidance should act as a guide when purchasing services from both the frameworks set up by EST and all other services required in delivering your CARES projects.
