Many community groups may find it challenging to identify and appoint suppliers for professional services, such as project managers, technical and financial advisers.
Over 2021/22 Energy Saving Trust will be making changes that aim to help communities procure services to successfully deliver projects.
Supplier frameworks and suppler lists
Energy Saving Trust will set up new supplier frameworks and a supplier list for CARES funded organisations as follows:
- A new project management framework will commence in September 2021.
- A new supplier list of approved contractors will be established in the Autumn of 2021 to assist communities identify suitable contractors to support small to medium-sized capital works installations.
- A new financial advice framework will commence in early 2022.
Each framework will be a collection of specifically selected suppliers who have successfully completed a competitive selection process. The assessment of suppliers will include a review of their financial standing, ensuring appropriate insurances are in place, evaluating their relevant experience and securing competitive rates for different staff grades.
Energy Saving Trust will be issuing a CARES specific request for best offer (RFBO) through Public Contracts Scotland for any supplier to submit for each of the frameworks. This will include a detailed specification of envisaged services that may be required throughout a project.
A supplier list for small to medium-sized capital works will provide a list of approved suppliers. Once established suppliers will be able to apply to join at any time.
Technical advice services
Identifying and procuring technical advice services to support projects can be challenging. During 2021 Energy Saving Trust will establish a new multi-disciplinary advice framework to directly procure advice on behalf of CARES-funded organisations. This will include services such as project feasibility, planning, and technical advice. It is anticipated that the framework will be in place by the end of 2021.
